Acsa battles for baggage screening control

Acsa has approached the Gauteng High Court for leave to appeal a judgement from November 2024 preventing procurement of baggage screening equipment in an open tender process.

The court ruled that Aviation Coordination Services (ACS) was permitted to replace back-up screening equipment. It interdicted Acsa from purchasing the equipment pending the outcome of an application filed by ACS challenging Acsa’s decision to provide the service itself.

According to Acsa, ACS (formed by the Airlines Association of Southern Africa and Board of Airlines Representatives of South Africa) has provided these services for over 20 years without a formal procurement process.

Acsa argues that, under the Constitution and aviation regulations, it is responsible for baggage screening and handling at its airports. It insists that these services should be subject to an open and transparent tender process.
