E-tolls force policy changes

With e-tolls coming into effect on December 3, car rental companies have advised on policy changes.
Europcar has released a statement assuring customers that it has been working to help simplify charging and billing.
“We have tagged and registered our entire fleet to cater for vehicle movements between regions. We have also ensured that we only bill those customers who use e-toll roads. We are not imposing any blanket charge on our customers,” it says.
E-toll charges for Europcar SA customers will be incorporated into the rental invoice, appearing as a single cost line. The following challenges will be in place from December 3: 
• E-toll road usage will be charged at the gazetted standard tariff.  • In line with the gazetted maximum charge per month, Europcar SA will cap the maximum e-toll charge at R450 per rental agreement.  • Where a refundable rental deposit applies to a rental, the cash deposit or card authorisation amount will increase by R450.  • Where customers have split billing arrangements where each renter pays for part of the rental, Europcar SA will bill the share of the e-toll to each renter, unless advised otherwise. • Processing the e-toll billing through SANRAL is a new, additional step that could result in final invoices and refunds being delayed by a further 24 hours in affected areas. 
Budget Car has advised the following:
• Budget Car and Van Rental (BRAC) will receive a file of details with charges from Sanral once a day, which will be uploaded on to their system overnight. • Any applicable toll charges related to a rental will be uploaded on to the rental agreement on a daily basis. • Any applicable toll charges received after the finalisation of the rental agreement will be invoiced as a Late Charge and the applicable method of the payment of the Rental Agreement will be billed for this purpose. • If there are delays within the Sanral network, charges incurred during the rental period will be billed once received. • There may be multiple late charges. • Customers will be billed according to the Government Gazetted Standard Charges, which are on the Sanral website or available on request. • The invoice will reflect the detailed billing of e-toll charges incurred with the applicable date and time reflected for ease of reference. • If an e-tag is not fitted on the rental vehicle, the details will be processed according to the licence plate number. • If an e-tag is lost or stolen, a R600 charge will become payable to the customer and the tag will be blacklisted with Sanral.
