New Zealand will reopen to all tourists and visa holders from 23h59 on July 31, when applications for visitor visas and student visas open, and all border exceptions will be phased out. Arrivals must still be fully vaccinated but from the same date, pre-departure testing requirements will no longer apply.
Cruise ships can also enter New Zealand from July 31, with the opening of the maritime border.

After entering New Zealand, travellers must still perform two rapid antigen tests on Day 0/1 and Day 5/6, and declare the results. All positive tests must be registered and followed up with a PCR test. Children under six months old, and travellers arriving from Niue if they have taken a direct flight to New Zealand, are exempt.
Vaccinated travellers arriving under the Accredited Employer Work Visa category can apply to enter New Zealand from July 4.
New Zealand citizens or residents, Australian citizens living in New Zealand, and those transiting New Zealand need not show proof of vaccination.
